MARK A. ROSEN graduated from New York University in 1978. He received his Juris Doctorate cum laude from the State University of New York at Buffalo in 1981, where he served as an editor of the Law Review.

He was admitted to the bars of New York and the United States District Courts of the Southern and Eastern Districts of New York in 1982, and the bar of New Jersey and the United States District Court for the District of New Jersey in 1986. He was an adjunct professor in Construction Law at the New Jersey Institute of Technology. 

He practices in the area of construction and contract law, public contract law, arbitration, surety, and general commercial litigation.
