Richard H. Goldstein - Of Counsel
RICHARD H. GOLDSTEIN has over 30 years of experience in the areas of municipal law, solid waste and public finance. He serves as counsel to the Attorney General and the Connecticut Resource Recovery Authority in litigation relating to Enron, and he represents the State Treasurer as investment and litigation counsel. He also served as general counsel to quasi-public state authorities including the Connecticut Convention Center Authority and the Connecticut Equestrian Center Authority and has represented several municipalities and the Metropolitan District Commission.
As Corporation Counsel for the City of Hartford, he represented the legal interests of the City in the successful development of several large scale projects including CityPlace, Northeast Plaza, Commercial Plaza, Corporate Plaza, Convention Center, Underwood Project and the Mid-Connecticut Project. Mr. Goldstein has served as issuer's counsel in connection with a series of revenue and general obligation bond transactions on behalf of the City of Hartford, and has served as special counsel to the City for matters relating to development and leasing of the New Government Center for the City at Constitution Plaza.
He has served as co-bond counsel to the City of Hartford, and he has served as underwriter's counsel in connection with financings conducted by the State of Connecticut. He is a member of the National Association of Bond Lawyers and has served as a member of the State Commission on Compensation of Elected Officials and Judges.
