Philip G. Dabbagh

Overview

PHILIP G. DABBAGH is Of Counsel in the Firm’s Construction, Fidelity & Surety Practice Group and concentrates his practice on construction litigation and surety law.

Prior to joining the Firm, Mr. Dabbagh served as an Assistant District Counsel with the United States Army Corps of Engineers (“USACE”), New York District where he gained significant experience in construction law.

While working as an attorney with the Corps of Engineers, Mr. Dabbagh, handled procurement and contract administration matters for the New York District, primarily in military and civil works construction projects. His primary focus was on contract procurement and administration, including review of contract RFPs/IFBs to ensure compliance with the FAR and DFARS. He was also involved in contract administration matters, claims, disputes, and ASBCA litigation on a variety of military and civil works projects within our area of responsibility, such as flood control and coastal works, barracks, airfield infrastructure, and specialist R&D facilities. This litigation involved many types of disputes, including differing site conditions, defective specifications, delay claims, and subcontractor disputes. 

Beyond contract procurement and administration, he also served a more generalist role for other legal matters within the district, such as advising on internal personnel investigations, fiscal law issues, reports of property loss, tort claims, surety issues, and labor/employment matters, as well as advising on other pertinent matters within the district to minimize and mitigate risk across all divisions. 

Mr. Dabbagh earned his B.A. from Fordham University and his J.D. from the University of California, College of the Law, San Francisco (formerly, University of California, Hastings College of the Law). He is admitted to practice in the State of New Jersey and the State of New York.
